Cap is slow (human speed). Ozy would not just be dodging Cap but counter attacking as shown. Cap would be getting treated like a child.
Iron Man can't fight. Cap hitting him is a low showing for Iron Man.
Any attack made by Cap will be blocked, parried, dodged, and countered.

He is as fast as he is shown on screen. We use visual speed here. Cap never displayed superhuman speed. Regular humans were able to keep up with him. He has no feats against bullets or objects with KNOWN speed. Visually he was slower than real professional fighters.
