That's different. Goku has to push himself quite often. Supes on the other hand holds back even in the face of death becuase if he goes all out innocent people could get hurt.
Just look at DoS. He held back and wasn't even hurting Doomsday even as Doomsday was outright killing him. Then after letting loose, he killed Doomsday in just a few hits.
