No. Everything you just said is retardedly incorrect.
Bills asked why Goku was mad, and Goku said he was mad because he needed his friends help to take Bills on. That, by no means, is hinting to Goku being incapable of reaching that power by himself. In fact, it implies that he was simply mad because he needed it at that specific time.
And no, he never said anything about being unable to reach it. You're either remembering that incorrectly, or you're making that up.

Okay, so if you can acknowledge that he DID reach it on his own, then what are you even arguing ABOUT? There is nothing to argue. Regular ki CAN affect godly ki. Bills got hurt by SSJ2 Vegeta. SSJ3 Goku AND SSJ2 Vegeta didn't have a CHANCE against BASE Super Buu. Buucolo was RIDICULOUSLY stronger than him, Buutenks was RIDICULOUSLY stronger than Buucolo, and Buuhan was RIDICULOUSLY stronger than Buutenks. Base Vegetto was on par with Buuhan. DBGT BASE Goku was STRONGER than Vegetto, as per Kibito-shin's statement. Meaning that SSJ1 GT Goku > Super Vegetto. So, since GT Goku was stronger than Vegetto, that means he was RIDICULOUSLY stronger than SSJ3 DBZ Goku.
SSJG was the same boost to SSJ3, as SSJ1 is to base. Meaning that it's 50X SSJ3. Which fits, since this bridge didn't make a god-level character like Goku or Bills UNREACHABLE to someone like Vegeta, but it did put them far above him. So, since Base GT Goku >>> SSJ3 DBZ Goku, that means that SSJ1 GT Goku >>> SSJG DBZ Goku. Now, SSJ2 is a 5X boost to SSJ1, which has been proven, and is supported by the Daizenshuu. SO, since Whiss is a 15, Bills is a 10, and SSJG Goku is a 6, that means that SSJ2 GT Goku would be AT LEAST a 30. And that is the most severe lowballing we can do, putting SSJ1 GT Goku at EQUAL to SSJG Goku, when in fact, HE IS MUCH MUCH MUCH GREATER.
So, SSJ2 GT Goku wouldn't just defeat Whiss... Since Whiss could easily solo the rest of DBZ, with a power 50% stronger than the second strongest, SSJ2 GT Goku would FART too hard, and ACCIDENTALLY kill the ENTIRE DBZ verse, Whiss INCLUDED. 👆

When Hulk started to get angrier, he WAS hurt, VERY BADLY. And not to mention we're talking about the non-cannon movie version here, but I digress. Anyway, Hulk WAS hurt at that point. But that was simply because he wasn't strong enough to tank the bullets at that point.

Hulk can regenerate, and gets stronger the angrier he gets, meaning he starts off as a weakling(in the shitty movies). And even assuming that he WASN'T hurt from the bullets, that part was PROOF that bullets can hurt Hulk, if he's weak enough at the time. JUST like Vegeta against Bills was proof that Bills can be hurt by regular ki, IF it's high enough to do so. 👆
