Well Norman always did want Harry to make himself a self made man, so who knows. Harry went to a normal high school in the comics, and the school in Homecoming is a special pre-STEM high school so Harry would be right at home there.

You're still missing the point. They're not just villains. They're important supporting characters. This is like saying "We've seen enough Aunt May, no need to keep including her." The Osborns are a necessary part of Peters life, and they do need to be introduced.
Hell, this movie would have been better with Harry filling the best friend role instead of Ganke. After all, he has always been Petes best friend. It kind of makes sense to have him fill that role instead of Ned who never had anything to do with Petes high school life.
