I feel this kind of thinking is often evidenced about the Flash as well. Especially on ComicVine, lol.
I sometimes see this sort of thing as a disconnect (or perceived disconnect) btw how they "should fight" or "what they can do, highest end" as opposed to "what the books (usually or often) show." People as powerful as Surfer, Thor, Superman, etc., should hardly ever be stopped by anyone that isn't way more powerful than them, in theory. But "in reality," i.e. in the pages of comic books, many times it is a different story.
Which is why these threads are fun, entertaining, informative, & hilarious all at once!

Which is a shame, b/c that's clearly the writer's way of saying that even though he may not have prevailed this time, it might very well not go the same way next time. Which is why I don't blow off those statements, or maybe make it a "# out of 10" battles kind of thing.

Marvel: Alright, alright. Superman can win, but under one condition: he makes some statement indicating what a tough fight this was, the toughest he's ever had. And one more thing: we can live with him beating Hulk (he's done it before, multiple powers, etc). But after beating Thor (again: by outbrawling him), maybe Thor should say something like Superman would Not win a second time (when fuller powersets are used).

I think this is pretty reasonable.
I'd guess, DC/Marvel figured a fight between Supes and Surfer would Not be a brawl, not like with Hulk or Thor, and an energy fight (especially exotic stuff) would play to Surfer's advantage. Marvel probably couldn't see Superman winning this one; and DC certainly wasn't going to cave. They also had both characters' pacifistic natures to play with. So, no fight. 🙁
