The simplest way to compare Superman and Orion are their direct fights, and they seem pretty comparable more or less.
But Orion vs. Surfer was completely one-sided:

Meh don't really care about what Jurgens says. Or Simone who is mostly a DC writer anyway, its about two editorials who were unwilling to budge because I bet a good chunk of the Marvel guys felt the same way about Surfer winning.
To be honest, all this talk about writer statements and cross-overs are in vain, since they're not admissible on the forums. But they're fun to talk about once in a while.
Like how in the Superman/Surfer cross-over, Superman couldn't do a damn thing when Metropolis was shrunk.

In that fight they were going to kill him by kryptonite because they were not powerful enough to stop him.

Henshaw was outright laughing at surfer's power saying is that all he got while surfer went out of his way to avoid Henshaw. When have you seen surfer dancing to avoid attacks like that?
