Because the Super Dragon Balls can grant any wish, which is tied to the power of the creator, which means the creator is opnipotent. If they can grant any wish. Someone could ask to kill Zeno or have the power of Zeno and the wish would be granted.
But we will probably never fully see the power of the Super Dragon Balls anyway. So far the Super Dragon Balls haven't really been used to do what any of the others couldn't.

If Zeno and the gods are a menace, as they seem to be, then it only makes sense that the Super Dragon Balls are the plot device to stopping the gods.
Unless Goku really does become 3c or whatever Vsbattles calls multi-universe busting tier. 🙂

And Shenron even admitted on two occasions he can't defeat the Saiyans or the Androids because they were stronger than he was. He couldn't even turn the Androids back into normal humans.
But he can make you immortal.
