They were created by Zalama the Dragon God of the 41st year of the Divine Calander. Makes you wonder how powerful it is/was if it can create something that can kill a GoD.

Interesting how Goku kinda gives the universes a fighting chance in the manga. Zeno was gonna erase all the low universes on his own.

Maybe his wish could be, "I wish to replace _____ as Universe _'s God of Destruction."

Yeah, Jiren is ludicrously powerful, but after the last 2 chapters of the manga, I doubt he's above Beerus. He's probably damn close, though.
