Regarding Frieza making a wish, there might be one thing we're overlooking...
If you recall here, you need to speak the angels' language to initial a wish from Super Shenron, like with the Namekian language with Porunga.
i.e. The language barrier would phuck Frieza up again like back on Namek, and while Whis may be mostly neutral, he probably wouldn't cross a line that would involve supporting Frieza by translating a wish for him, even if he was the last standing in the ToP which Frieza wouldn't of really earned, mostly hiding behind the scenes and all.
Am I wrong, or...?
I think White Haired Goku originated in Dragon Ball AF and was designed by Toyotarō.

I must tip my hat off to Toyotaro. The latest manga chapter is actually pretty well written and doesn't make all of the characters look like idiots. True, the teamwork angle is lacking at the moment, but perhaps we'll after all of the fodder characters are gone. That and Jiren doesn't seem to be the empty slate character he is in the anime. I hated Toyotaro's version of the Goku Black arc, but his version of the T.O.P. is shaping up to be a good read. 👆

Like a story where a French diplomat wins a duel, and is promised anything he wants. So he demands to see a revered tea master commit sepuku because he was mean to him. No one wants it to happen, but a promise is binding.
For all of Toriyama's faults, he's been in the game long enough to adhere to traditional principles of honor and such..
