The humans trained to get their abiities. The androids (Cyborgs) were built with special "furnaces". Nothing says they can self destruct themselves any more then unaugmented humans have infinite energy.
As for Cell, he's a special case, in that he's totally biological, plus has full knowledge of training and techs engrained in his cells.
In theory, sure, they could train and gather ki like anyone else, but as far as we know they were never trained in that way. Who would train Android 17? He's been out in the wilderness all this time, park rangering it up.

The least of 17's issues in that arc is assuming he could blow up.
