Watching the scene, it seems only kryptonians and inanimate objects that come into contact with Kryptonian technology are affected by the pull of the phantom zone singularity.

Even while he was on the ground, we see that weird pulling effect on Kal's face @ 0:20. It happens again @ 0:34 and we see that it doesn't happen to Lois.
Conclusion: The Phantom Zone can only suck in inanimate objects and Kryptonians, Lois' uncontrolled descent is not a plot hole of any kind.
