Quan still hasn't figured out that both Khans share the same exact background and only differentiate after the timeline split.
From their birth in the mid 20th, controlling most of Asia and the Mid East, the Eugenics Wars and their escape from Earth and time spent in stasis is all the same until they were individually found and their lives took separate paths.
Edit: Should be noted that Cumberbatch-Khan was unfrozen for only around a year or so before his defeat and return to stasis.
I've tried explaining this multiple times but his grudge doesn't allow it.

Well, that and NuKhan didn't even last until the 5 year mission. original Khan stayed relevant until well after the 5 year mission and even after V'Ger.

Inexperienced at what? If you are referring to ship based combat then yes. If you are referring to actual vs combat, then no. Old Khan is even more experienced than NuKhan in actual fighting on the ground. He's been out of the tube far longer.
