...yeah that's not really the point. Point is he is as you say, a Force user, he is of the dark side, and he is referred to as "the darkest".
It's pretty obvious in that respect that they are talking about the dark side, and being "the darkest" in that context can only be intepreted as the most powerful dark sider, which is reinforced by the fact he's also described as the most powerful Emperor. Note Emperor, they are directly comparing him with Vitiate, the only other Emperor in history thus far.
Intepreting him as a mean person with lots of political power in light of all this, is just wishful thinking.

The idea is that the protags wake up long after the Great Galactic War has ended and must ally with old and new companions to combat the Eternal Empire.
As dumb as that sounds, I completely okay with wiping the slate clean and getting rid of the tired old story of Vitishit once and for all. It was really getting old that every new expansions was more comic book villain than the last.
