When Valkorion takes control of the Outlander and unleashes his powers, they are purely his. You can say that he transforms the Outlander into a Voice for a brief period.
In-fact, the first time this happens, Lana Beniko is surprised and points out that this cannot be her doing. The Outlander agrees.

However, additional content repeatedly makes it clear the Valkorion is not a Sith. In-fact, Valkorion admits that the Sith Empire was a failed experiment and he fashioned a new doctrine that wasn't restricted to the Jedi and Sith philosophies.

And "power" can't mean mastery? Consider comparisons between Anakin and Sheev/Yoda. How many times have those two been referred to as the most powerful Jedi/Sith despite Anakin's greater raw power?
You're free to disregard Force storms because they don't specifically mention power. I'm sure there are times that Force Lightning has been described as a mere manifestation of anger. I personally find it to be a pretty weak argument all the way around for that reason and others (since when does power status disregard "mastery"?).

In case of Valkorion, it is made abundantly clear that he is not a Sith. He is beyond the notions of Sith and Jedi. He even informs the Outlander to stop being a Sith and shows him glimpses of the failure of the Empire in the form of illusions (if the Outlander is a Sith).
