Blocking a projectile isn't a valuable measurement to calculate the combat speed of a character and it doesn't makes you faster than the projectile neither...

Superman's showing against Shadowdragon or against slow bricks is super self-explanatory about slowperman.

For example you are trying to outsell superman blocking a laser as a feat applicable to superman's combat speed which isn't the case.
Conclusion:
Your conception of the combat speed is flawed.
