His fight against Sha Koon was long before his prime, and while he was adapting to his suit (in fact, at the beginning of his career, his style was noted as being clumsy and consisting mostly of vertical strikes). And we know that he practiced his lightsaber skill during his decades as a Sith. As for his performance on Kessel, keep in mind that one of those Jedi was one of the best Morgukai warriors (which are "peerless" duelists to begin with), and was best known as a Jedi for his combat skill. I wouldn't call these poor performances, especially given the circumstances.
