But we also know that power level numbers don't really matter anymore. SO while on paper Vegetto should be stronger, Akira wants Bills and Whis to be the strongest so they would be.

But in 12 years, it doesn't increase as much as one would expect when you look at the rapid increase from Radditz to Freeza. Gokou's base is only somewhere from 2x to 49x stronger from his fight on Namek.

Beerus was estimating that by Goku base NONE powered up form. Goku can power up in his base form which was something that Beerus did not see when assuming Goku power level. Can Beerus even read power levels?

Also, every other god seems to be able to read power levels. And Bills knows how much he needs to power up to stay even with Goku when he's ssjg mode.

So basically nothing makes sense, and there is no solid framework to base anything on.
There is no single theory that can withstand logical scrutiny.
Those who can't accept this must also defend the position that AT has thought out and considered everything carefully from DBZ to the new movies to DBS to ensure consistency and continuity, and we all know that is not true.

When Goku raged, he turned SSJ.
When Gohan raged, he turned SSJ2.
When Vegeta raged against SPC who killed his son, he got <<<2x Boost.
When SSJ2 DBS Vegeta raged, he stayed SSJ2 and got >4x Boost. Heck you could even argue it was a 8x boost.
