Oliver, who's the best marksman on team Arrow, has missed on several occasions especially when fighting high caliber opponents. He's still the best marksman out of everyone in the fight, but it doesn't mean he can take down all his opponents with a single shot. And if he can't do it, then none of his teammates can do it either.
Don't get me wrong, I think team Arrow have better marksmen than team AOS, but that's negated by team AOS's faster firing rate and heavier artillery.
As for the Flash fight, as has been said: Oliver had lots of prep time for that, was able to choose the location and rig it beforehand and was fighting a mentally unstable Flash... and even then he was still losing the fight. Any of AOS top agents can easily replicate those feats (probably even do better) as long as they have ample intel and prep time.

Oh yeah, Skye doesn't have much of a chance against Sarah. It would either need to be Ward, May or Bobbi who goes up against Sara. Personally I'd prefer it was Bobbi due to similar weapons. Coulson might be able to go up against her for a bit. I'm unsure about Coulson.

second ,don't you know by now that I don't give a rat's arse about prep.. ollie went toe to toe with flash, that is all that counts to me... third, during the whole entire 2nd season Ollie went toe to toe with slade and that counts here too..

So Oliver beating Slade in that state isn't that impressive.
You may try to deny it, but prep gave Oliver a huge advantage over Flash in their fight. Oliver has no feats that suggests he can take on Flash one on one without prep and without outside help.
Oliver is fast... about as fast as Ward or May. Maybe faster, though Ward looks stronger.
