Hell you can do a bolt/barrel swap on an AR15 to fire the round. Shield fire arms in the comics are heavily modified for the power to deal with superhuman beings and Fury in Avengers is shown making weapons to do the same thing.

Well I was confused because you said he was shot with a 7.22 pistol, which I don't believe he was.. I know they have .50 pistol, but a 7.62 round from a rifle is still larger and more powerful then a .50 pistol.

As for other force users, Kylo never fought any force users straight up so we can't use their feats. Loki however has fought and overpowered Cap, so discussing Cap's strength feats are relevant.
