Here's all you need. Loki is a god, Kylo isn't.
Loki has put down captain America, Kylo IIRC hasn't done anything like that physically.
If Loki has his staff he can use a blast that will blast Kylo since we've already seen that he can get injured by blaster bolts.
Loki takes this solidly.

Loki doesn't need to be faster than a blaster bolt. I have no doubt that Kylo is fast enough to freeze Loki, I just don't think he has the strength to keep Loki immobile. And again it boils down to the fact that Kylo has never immobilized anyone or anything as powerful as Loki. You keep mentioning the blaster bolt but you have yet to provide any proof of the bolt's momentum being anywhere near as strong as Loki.
And it's been proven multiple times that Loki is stronger than Cap.
