He didn't keep-up with Flash at all.

He is unable to catch him the whole fight and suddenly realize that he can make one single anticipatory attack...

On topic even a street-leveler like Nemesis has a better combat speed than Flash :

Flash :

48 guys in two pages and using travel speed to run through them in the second because he is outnumbered in roughly the equivalent of 4 pages according to the size of the panels.

Superman has several combat speed feats. Get over it. DOS DD was noted as having super speed as well. 👆
