Yes it's downplaying him. Bane is pretty much a non-issue. He's slightly stronger than an average person, and nowhere near as impressive a fighter as even lower level MA's in the MCU. And his durability is lower because of his pain weakness, which Cap will exploit. He takes one, maybe two good hits from Cap before he goes down. Whether he hits him in the mask or not. Bane's gonna go flying and he won't get up.
Khan is enhanced, but he is not Cap's equal or even near that in strength after 4, about to be 5 movies of ridiculous feats for Cap. If Loki didn't put Cap down, and Ultron didn't, and Red Skull didn't, and falling from above cloud level into the ocean with no parachute didn't, why do you think Khan by himself can put Cap down 4/10 times?
I haven't even been bringing the shield into the equation.

I think that shield is the only thing that allows Cap to get wins against Khan...
That shield is an excellent cutting weapon, is unbreakable, and can be called back to Cap whenever he wants it; thats too much for Khan to overcome IMHO...
Without that shield, Khan solos 10/10 (IMHO); his blunt force durability (as was demonstrated by his impact in space and on Earth in the ship) is far too great for Cap to overcome; if it wasnt for Khan having to 1st tank that ship crash, I think Khan runs right through the enraged, rested, Spock like an afterthought...
Khan wins a long drawn out fight against a shieldless Cap from what I've seen...

Why couldn't Cap just snap all his limbs(or his neck) like twigs with his superior strength, speed, and fighting ability? And don't say the crash weakened the structural integrity of his bones, or the stun phaser helped weaken him physically somehow.
Also, show me some strength feats from Khan that put him on the level of guys like Loki, who can actually physically damage Cap. Bucky's arm didn't even do much more than split the skin on his nose after several full strength hits from a full mount. And Bucky only got that lucky because he shot Cap when he wasn't paying attention.

I will absolutely say that the impact weakened the structural integrity of his body; even for someone as tough as Khan, you dont withstand the level of KE transferring to your body that he did without sustaining significant injury...

Now this is your 1st fair point; Khan doesnt have the strength feats in the movie that puts him on Loki's level (too bad we cant use feats from novels here; there is a novel called To Reign in Hell that features Khan on Ceti Alpha V; if I could use those feats, NO ONE here would question wether or not Khan would crush Cap in a shieldless fight), but he is superhumanly strong nonetheless and Cap isnt invulnerable...
I believe Khan's blows would eventually begin to add up on Cap and cause him to eventually fall...
