The bloodline is, not Vader himself. Since we know that Vader can't be the most powerful Sith, seeing as Sidious still outclasses him. If he was more powerful, there wouldn't be any need for Vader to plan anything against Sidious, much less try and get Luke to help him tag team the guy.
