Well, he could. But, as I said, it would be a bad move IMO, from an overall narrative point of view.
And yeah. If she really is such a game-changing character, there should be a good explanation for her absence in the universe so far. Otherwise, her sudden presence and power level is likely going to come across to a lot of the general audience as though it's just pandering for woke points (especially considering the actress who is portraying her and their political/social views), which will potentially hurt the MCU in the long run. Which I am sure most of us don't want.
