He can't politically control it though. He has no authority over the people, cannot enforce laws and evidently he isn't in control of the galaxy militarily since his military was inferior to the Jedi.

You should acquaint yourself with the notions of hard and soft power, or even de facto and de jure. No one claimed that Kun was the galaxy's legal ruler.
