It says a "third Force-user possessed powers that outshone them both" eg Celeste with the Muur talisman.
And even then Krayt dueled evenly with her. Only lost when Azlyn stabbed him in the back. And he still survived her lightning and being thrown off of the cliff. Which speaks a lot considering a simple duel with Cade forced Krayt to go back to stasis.

It specifically refers to the Sith spirit, not the host. Morne is not at all comparable to Muur himself and he's been searching for a viable host replacement the entire time, because Celeste Morne is too weak for him to return properly and dominate the galaxy.

He was still getting more powerful though, which is the only relevant point. Krayt had his Vong implants during FotJ as well. Point being that Krayt is very impressive, contrary to your claim, thus making Muur's spirit very impressive indeed.
