If Sidious is aware that his Force powers are not available to him, he won't be ****ing around like he usually does. He'll make short work of the Count.

Vaapad and Shatterpoint gave him the edge over Sidious, yes, and that's not something Dooku has. Either way, Mace would win like 3/10 against Sidious, and good luck trying to convince anyone here of the opposite.
Also, even if this is sabers only, Dooku would be scared shitless to face Sidious 1v1, and this most likely will also be a factor.

First off, Vjun amped Dooku couldn't beat Vjun amped Yoda.
Secondly without augmentation I simply find Dooku to be more skilled then Sidious which allows him to take the win. Dooku was able to keep himself from being overwhelmed by Yoda on Geonosis due to his raw technical skill as he certainly isn't an equal to Yoda in force power. That's better then anything Sidious has demonstrated.

Sidious is a considerably more skilled swordsman than Dooku.
It's never stated to be. It's only ever said to be powerful in the Force. Several lightsiders including Whie, Scout and Anakin state how they feel the Force far more powerfully whilst on planet and Scout and Whie perform feats that are outside their normal capabilities whilst on planet.
Feats that show this? I'd say Yoda not being able to break through the Count's defenses in the amount of time their duel lasted is better then Sidious beating opponents far below his own level.

Sidious is not more skilled at all. He's stronger in the Force and has superior knowledge and control over it - he has better reflexes, speed, agility, stamina and strenght due to that. Palpatine has killer's nature, while Dooku has fencer's nature. Palpatine is much more dangerous, but in a fair fight, with all of their attributes equalized, excluding saber's technique and raw skill, I bet Dooku would win.
But if they will be only limited to use their sabers, then Sidious would win 9 or 10/10. Not with ease though. Even Yoda, Palpatine's superior in sabers (marginally though) had to do some work.
