Hux is the Tarkin. And Phasma's actress never even takes off her helmet and also only has a few lines. Her plot significance is about equal to Fett's in ESB. She was clearly intended to be this generations Boba Fett, but I don't think it landed because you can't force something like that.

Hux turned out to be a joke. Like...the apex Storm Trooper. In which case, I don't have much of a problem with him. But Tarkin was competent, had power, had presence. If it wasn't for the son of Yippee Boy (Anakin) bringing down his Death Star, everything would have proceeded quite nicely and Tarkin would have ruled the galaxy as #2 or #3 in command. Hux is not like Tarkin at all other than just being some high-up leader.
Phasma was created specifically for toy sales and to be a plot point for a character that was made largely irrelevant in TLJ for some stupid reason.
I can imagine it being like this, "Create a bad-guy character that will look cool as a toy. Work it into the story."
That's probably exactly what happened for TFA.
Phasma is actually ruthless in covering her mistakes
With the Phasma comic, After she got out of the trash compactor she went off to delete all of the footage/Info showing she was the one that lowered the shields. As she doing that she noticed another officer was investigating her involvement of lowering the shields of Starkiller base. Eventually She Ends up hunting him down and killing him then framing him the crimes.

But honestly he makes a completely fair point about the final showdown this trilogy is building, likely wont be as impactful as I should cause well, Reys already fought and beaten Ren.

Just saying (sans the context), we have already seen that happen, which takes away a little from their “climactic” showdown in Ep.9 Imo.
