The conclusion doesn't follow if the shooters always aimed at torso. We have no evidence that Cap won't get hit if they decided to shoot for his legs. If shooters aimed at both torso and legs at various times from a distance and Cap blocked both then the conclusion follows.
You are also forgetting plot induced stupidity. Characters in movies will have stupidity so that the plot remains intact. Spidey kind of broke the fourth wall when he told them to aim for Cap's legs.

The other possibility is that Cap ASSUMES that's where they would ALWAYS aim without actually knowing. That's why swat and special forces have their shields covering their torso and not their legs. They assume they will be fired upon in the torso.

That isn't proof, that is you making another claim. So now I'm asking you to post proof for both claims.
