I would probably go with the riot gear then.
It would be terrible in Atlanta summers, but I feel like it's the best thing to have at first. Think about it- you are put right in the middle of a large city with tens of thousands of zombies around you. You will need to have the bite defenses of the gear and shield to survive that IMO.

I can shoot fairly well, but not well enough to choose the ranged weapons.
The riot gear is good, but its heavy. And hot to wear. Sooner or later, I will get run down by zombies, and torn apart.
I'd still need a fair amount of force to slice necks/take off limbs, and that's assuming I swing at the joints correctly. Otherwise, hacking through bone is time consuming and energy consuming.
A bat is way easier. Plus, I can use it to bash through windows etc.

Zombies literally everywhere, so the bite protection of the armor + defense of the shield would be a huge asset.
But long-term, the gear would be a big problem, imo.

The stipulation about not having any other weapons ever makes this a doozy.
I would argue that stipulation alone probably means you aren't going to survive because how many times has the ability to used improvised weapons save someone.
Plus this guarantees you would never have a good long range or Melee option. So you'll be limited in how to can engage.
That being said I think I would take the crossbow bolts. The logic being never running out of ammo is helpful. The crossbow has range and is silent.
Plus the more often you find yourself in Melee situations the more likely you are to get bit. So I would prefer to keep a distance as much as possible.
Can someone refresh my memory as to how the governor managed to get ripped apart? I remember a scene from a different z-fiction that hada guy in riot gear was mobbed by after getting dog piled they couldnt get thru his gear so they just piled on him and he waited em out till they got disinterested and left

It's still a damn good feat for zombies to rip his armored corpse apart in such short time, though.
I like to rationalize it with what was said in the original Night of the Living Dead film, when Ben and Cooper very briefly discussed the undead being able to push over the vehicles (off-screen) --- it was a team effort, basically.
Guess that is what Kirkman was thinking. Or it's just another random super-strength feat from zombies, intended for the shock value/providing us with some nice gore scene typical for the genre.

The idea is around how we actually limit how much of our strength we use to protect ourselves from injury.
So zombies not carrying if they tear ligaments actually use more of their muscle power then the typical human is capable of. I don't know where the research is now but it was a possible explanation.
