So zombies not carrying if they tear ligaments actually use more of their muscle power then the typical human is capable of. I don't know where the research is now but it was a possible explanation.

They decay at a far slower rate than they should... after reaching a certain point of rotting first, that is.
So yeah, the initial "amp" fades fairly quickly.

TWD zombies were stated to be more deadly when they're still "fresh", so Parm makes sense.
Their real strength is in numbers and combined effort, though.
