Or be the surfer and do virtually anything you want even if you aren't the best at any particular thing...

Yeah, they want through billions of years of evolution in moments. Though it obviously seems to be quite taxing on him, so it also perhaps gives us a good idea of his limits.

How has this become more about the character's that use these powers,
and not about the powers themselves? At their utmost, aren't they
roughly equal? I mean let's just say that Norrin represented the entire
Power Cosmic, and Wally represented the entire Speed Force, how would
one of these guys be more powerful than the other?

Saying SS in this thread is like the potential of possibilities with the power cosmic and Flash as a representative of the speedforce. Power Cosmic & Speed-force does nothing without a wielder of said power.
Which is why I said that if you were to give them both the totality of both
powers, you would likely end up with two forces of equal power. Both the
Power Cosmic, and the Speed Force are both essential forces in their
respective universes.
