Other people have presented their arguments, and referenced how they view the scene, to state otherwise. You don't believe them. They don't believe you. Hence, a BZ to settle it.
Also, as to your "everyone is biased" argument, tell me. If I am so biased, and would say something just to say the opposite to you, why would I repeatedly state that I don't feel pre-suit Rumlow (the one mentioned in the OP) has the feats, especially with regards to durability, to give him a win here?

If Rumlow was physically enhanced then why did he have gear to increase his punching power? The SSS doesn't exist anymore. If Shield can physically enhance individuals then what other person did they enhance? Makes absolutely no sense to only enhance one individual, knowing that you are fighting against metas on a daily basis. You are simply making stuff up.
Also, its possible to resist being stunned by being strong willed and crazy.
And most metal are good conductors of electricity (vibranium, armor, etc). Cloth like material isn't.

Irony. Completely strawman my post and make up things I never once said, and then tell me I am making stuff up. Who said anything about SSS? No one except you. Rumlow's body is covered in tons of scar tissue (which can be more clearly seen in the Civil War tie-in comic, which is cannon to the MCU), and his nerves are burned away. Hell, when we were discussing speed, I specifically said that he was never once shown being given anything that enhanced his speed. I also specifically said that he got his enhanced striking power from the piston arms. You claiming I said he was given some kind of serum for these things is nothing but a lie.
Also, what kind of dumb question is that? Even if Rumlow had been enhanced via SSS (which I never once claimed), why would he not give himself every extra advantage he could get in spite of it? Especially if he was going to be fighting metas?

You are claiming that shield enhanced his natural abilities as in some type of SSS.
There is absolutely no evidence to support this. Clearly, the writer would give something as evidence to support this.
Show me BW taser others with the exact same outfit on in the exact spot.
It's a real fact that tasers can be resisted by being strong willed.
