Sorry for the late response. I did see the clip before I posted. Rumlow had covering on his lower neck. That's why I said what I said. You posting the clip I saw just verifies it.
Everyone here knows I've seen the movies. We are all comic geeks. I don't always scan through clips in order to debate. I simply go by "what stands out".

At the 10-11 second mark you can actually briefly see her hand pressing against his exposed skin, while she is holding the dart.
