Vote for who you think should be moved to a more appropriate tier and feel free to add a few characters to lpthe list if you want to see them.

Vader, Luke, Valkorion Palpatine, Revan, i,e the ones with powerful force feats, not so much the less renowned ones

Even with abilities like flow walking or high end battle meditation I would think mid herald is the ceiling for Star wars given that most of them are "squishy" aka physically inferior.

Luke (I'm assuming that you're talking about the Jedi Grandmaster version) is probably a low herald (if he goes into oness with the force, probably mid herald), Vader is a solid mid meta (some of his higher end feats put him just beneath high meta), revan/dooku/maul/exact kun are all mid to high meta and palpatine is low herald.

I would think Vader would be around High meta, personally. With feats like withstanding the explosion of one of the Largest military bases in the Empire (With force barrier), commanding a massive ship to fly into a star with telepathy, and his renowned telekinesis its hard to see him losing to some of the likes of Storm, Psylocke, Havok, or Colossus.

I would rank the following chars a bit higher, some low Skyfather, some mid and maybe even high.

Also, I vote for black panther, captain America, and to move up to low meta, for Blue marvel to be put in at high herald, for ninjak to be put in at low meta, and for Spawn to be included as a high herald.
