"Formidability" does imply all-out prowess indeed.

After that, it starts talking about his biographic history, which isn't important to the quote.

Ulic is canonically more powerful and has grossily superior combat skills, this is a no brainer. 😱

Yeah, it's referring to history as a whole, and not just the Brotherhood of the Sith, like Ant was suggesting. I think I'll vote for Ulic here.
