I guess you could argue that he became the most powerful dark sider during the TOR videp game rather than Revan novel.

That's during TOR, yeah, not the the novel.

That quote about his homeworld is referring to past events but refers to Vitiate in the present (ie. calling him the Sith Emperor even though he wasn't at the time of the ritual). Hence Vitiate's accolade of supremacy there applies during the present tense (ie. during TOR) only, and doesn't retroactively apply to Nathema Vitiate.
