Superman has way more strength feats to indicate he's more powerful, and recently, Superman's clone in the MU (Gladiator) was stated to be "perhaps the single most formidable mortal that Galactus has ever faced." Silver Surfer was among the combatants when the narrative stated this. There are some who tried to get technical and say that Norrin is immortal, so he wasn't implied. But he was. The implication was for non-godlike beings. Or else, technically, Odin isn't immortal since he just ages very slow, and Gladiator is then perhaps more formidable. So either it doesn't look good for Norrin, or it doesn't look good for Odin. Pick which interpretation you want.

Superman and Gladiator are NOT the same character. Whatever is said about Gladiator does not automatically go to Superman.
