No, the person that ordered the police to stand down needs to be awarded and applauded for preventing a terrible disaster of epic litigation proportions.
The potential violence and potential loss of life was avoided by avoiding that police clash. What I think is missing is identification and arrests for those who vandalized (which is a crime).
