Then the police chief is supposed to hold a press conference and apologize that the city failed that black man. That it is all the white man's privilege that caused his violent outburst. They can't be this stupid. Meaning they straight up don't care about the inevitable lawsuits, and just want to make people suffer in retaliation, as they absolutely will, while the wheels of justice slowly turn to address the grevience.

Seattle Police told residents Friday that current City Council discussions about cutting the department's budget by 50 percent would be "catastrophic for public safety." Seattle Chief of Police Carmen Best warned activist groups and council members alike that the department's "newest, most broadly diverse officers on patrol" would be the first employees they are "forced to terminate" under the proposed budget cuts. Best wrote a letter to Mayor Jenny Durkan Friday cautioning that at least 50 percent of BIPOC officers would be the first people fired.
Not really racist at all. Just a fact a lot of new cops are diverse.
Senority system means they really would have to be let go if layoffs happen because of budget cuts. Pretty sure there's nothing anyone can do about this fact.

That seems like a good reason to actually abolish the current police department and set up a new one, or multiple ones with more narrowly defined scopes, in its place, making hiring decisions that would not otherwise be possible in the ingrained structures.

Your idea is terrible for the opposite reason you'd think it would be.
If they abolish their police program and then hire based on a set of decent standards, you're gonna get a lot of white people on your police force and far less black people.
Lawsuits have already been brought up when standards were implemented.
It's why some police forces have forced diversity programs, such as the one Seattle just implemented.
And if you fire the veteran white officers to force diversity on your police force, you'll get sued, and rightfully so, under the American Civil Rights Act, for discrimination based on race.
Sometimes, everyone loses when the government plays identity politics. It's really why we should stop doing that.

Standards is something that can be discussed though. I would say it makes sense to have as one standard the requirement that hires live in the city or community they police and that the force reflects the makeup of that community.
Your point of the veteran white officer is a good one, and that's what I meant by abolishing the organization and starting a new one from the ground. In that case it is not the veteran who got forced out, all police officers got forced out, and the veteran, depending on the standards applied may or may not be rehired in the new public institution.

I'd hope that many would understand that policing in the United States has gotten out of control over the last 40 years, and that more stringent democratic oversight and rules would be beneficial both to them and society as a whole. But it can be hard to see something like that when you are within an institution and subject to the "esprit de corps". However I do think in that case there is a reasonable argument to be made that they may not be beneficial to a community based approach to policing.
I don't think abolishing is a necessary step to improve the police, I just think it can be one that can be effective among other changes.
