It's like asking me since Hulk have achieved some amazing speed fts, even moving at super speed, Wolverine can't hit him anymore. Showing high speeds are great and all but consistently seeing high end speeds during fights is what we use. People tend to go crazy when it's brought up that Surfer will go all versatile on Superman during battle when in actuality, we know he doesn't do that. This is why Superman have a chance against him. If we just went all power set battle, the fights would be less interesting with Surfer out right stomping Superman. That's not the case because we don't ignore comics to justify what is shown here. Judging things primarily off power set, Surfer goes all versatile super speedy and Superman goes all super speedy. That is not the case.

Hulk blitz Doomsday for the win stomping him to death. The guy moved through time stop and blitzed beings that was actually moving at super speed. Doomsday and Darkseid doesn't land a single hit before being taken out.

Of course he can. Many characters have wrestled against momentum though. Superman did when he attempted to catch Zod's son's space pod, and Sentry did when he tried to slow down the helicarrier.
