The factory workers would be out of work, if OSHA breach's caused a shutdown (Serious enough violations to net a court order.)
So leave the factory alone?

Except you're not saying punish the employers directly, you're saying deport the immigrants. That would be analogous to kicking out the factory workers and leaving the factories alone.
