At least in Canon. I know Legends had TCW Maul randomly being “more powerful” but even that was never really quantified or given a reasonable explanation as to how.

Lol he only increased in rage. But he needs that Just to (sort of) compensate for the half body he lost, and still needed time to get his skillz back. He was mentally and physically challenged when Savage found him, so no he wasn’t “developing” Lol.
Just because we didn’t see him speak in TPM, doesn’t mean he couldn’t/wouldn’t under other circumstances.
All the scheming and planning he does in TCW stems from his trading under Palpatine pre-TPM.

Obi-Wan at RoTS did beat Vader which is something I don't think Maul could replicate. His defensive style and experience is a much needed asset to match Dooku, who is strong at finding openings in his opponents.
