After all, Goku only fought BoG Beerus who, given all the ridicolous power retcons from the authors, clearly used an infinitesimal part of his true power against the SSG (and, at the end of the day, this is the same fraction of Beerus' power that Shin himself withstood).
So, what does Goku really know about Beerus' true power, in order to make a relevant claim about Broly's?
By this route, the only one whose opinion on the matter would hold real weight would be Whis.
On the contrary, what I see in both cases is the author's intent to tell the reader/viewer that such specific character (SSB Vegetto and LSSJ Broly) is on Beerus' level.

Goku has technically never seen a 'full power' Beerus in the anime. However, Goku did see Beerus use his full power in the manga when he was fighting all of the other Hakaishin simultaneously during the exhibition match. So if manga canon weighs-into this film at all(and I personally can't help but think it does, given what I've seen about it thus far), then Goku's opinion on Broly vs. Beerus would be pretty valid, and also align with the authorial intent.
Let's say movie Broly and Jiren are about even....
Broly would still win thx to his growing power he basically reached GOD lvl power

under two hours. Going by the spoilers he lost to Gogeta simply cause the gap between Blue Gogeta and Broly was too large and he couldnt close it in such a short time. Jiren wont be able to boost himself by that much. People fail to realize this was Broly's 1st fight ever, in the begining he was weaker then base Vegeta at the end of it he was arguably as strong or stronger then Beerus

Typically if Goku is saying someone is super powerful, and is literally blown away by that power(to the point where he later stated that he couldn't possibly contend with them), it's because he's sensing their ki. /shrug
Don't think it was ever stated that Goku needs to be in god-mode to sense god-ki. Seemed like the ability to do so was just unlocked after he attained god-ki himself.
Hell, Roshi and some of the other humans were sensing god-ki during the anime's ToP, lol. They kept commenting on how powerful SSB Goku and Vegeta were.
