So Lucifer a fallen Angel, who was rendered mortal in a sense, because he no longer possessed true immortality is the will of God in comics? Interesting spin on things.
^ Regardless what some would have you believe, THOTI has always been universal... Or at least, Thanos only used it in a universal capacity. That much is nothing new.
The biggest revelation pertains to THOTI itself- We used to believe it represented the sum total of TOAA's power, but it has since been retconned into a mere "fragmentary glimpse" of said power.
Another revelation was LT(because destroying him was previously one of THOTI's best feats)- We used to believe there was only one LT in the whole of existence, who governed over all multiverseS simultaneously. However, LT has since been retconned in such a way that a different version of himself exists within each and every universe of the multiverse/omniverse(just like every other cosmic/abstract being in Marvel.) IOW, the LT who Thanos /w/ THOTI destroyed was just the universal LT of 616 specifically.
*Oh, and Starlin himself is responsible for the aforementioned retcons, btw... So they are undoubtedly intended to apply to his works, at the very least.

Lucifer was never mortal. Lucy choosed to be powerless
And yes, Lucifer is the will of the Presence giving form. Just like Michael is the power of the Presence giving formed.
That’s why Michael, after returning to heaven became the focal point that held the Multiverse together by putting himself in everything.
