The Left: WE NEED NET NEUTRALITY TO KEEP THE INTERNET FREE AND OPEN!!
Also the Left: BAN THE MEMES!!
The EU will debate once again on the Copyright Directive, which contains article 13, in September:

This law would try to cub any use of copyrighted material even if made into a meme. And this would allow companies like Google and Facebook to pull "questionable" material that could be subject to a copyright claim.
The Electronic Freedom Foundation said, "Article 13 appears to provoke such legal uncertainty that online services will have no other option than to monitor, filter and block EU citizens' communications if they are to have any chance of staying in business."
But it's okay. European lawmakers insisted they would never ever use their internet censorship power for evil saying.
In September, we'll see exactly what happens. Despite it being voted down one time already (318 rejected, 278 in favor, and 21 abstained) but that doesn't matter. They'll just keep bringing it up again and again until the Left gets the results they want.
And I didn't even bring up Article 11 which gives news outlets copyright over the sharing of their content online.
