Aaron wrote King Thor vs. Old Galactus, Odin vs. Mother Storm, Odin in Avengers BC when he shot down a Celestial and then killed it with help from Phoenix, implied that Odin > Phoenix (Who itself was treated as a Cosmic aspect who could destroy the Universe).
He looks inefficient against Mangog, but the entire point is that Mangog is unstoppable, more powerful than even high-end Gods, and Odin is weakened.
And if you think he didn't stomp Jane as he should've, you need to understand that Aaron treats Thor's overall power with Mjolnir way higher on the food chain compared to the Avenger titles. The girls of Thunder were able to hurt a fed Galactus with their weapons, Modern Thor with Mjolnir took on Gorr very well etc.
If you use Thor as measuring stick, it's faulty. The theme of the story is literally that Thor is the Greatest God who ever lived, and always succeeds. That was Thor Odinson, it became Jane Foster. Now it'll be Thor Odinson again.
If other Cosmic Beings entered the picture, Odin wouldn't suddenly be lower on the totem pole. We know because we've seen portions of the Odin Force compared to Galactus, the Phoenix, and a Celestial....
