Most people would turn in their assault rifles, some while crying. The ones that didn't, they'd be arrested if/when caught and then they'd turn in their assault rifles. Sure there'd be the fringe whackjob who would actually shoot the law enforcement personal who appeared of his doorstep and there would be a potential loss of life in those instances. But a "civil war", it would not be.
