Off the top of my head:
- Majestic (at one time ...)
- Wraith (definitely stronger, with Batman remarking he’s absorbed more solar radiation ...he’s not Kryptonian, but works the same way)
- Validus (massively stronger)
- your pick of a Daxamite (yes, related to Kryptos but not, and while nowadays it’s a wash once upon a time they were depicted as slightly stronger)
- Composite Superman (he’s not Kryptonian, and as he has all the powers of the JLA he must be - at least - slightly stronger than base Superman)
That list will be hard to fill without going past High Herald and into sky father tier
This is mostly because of the way DC handles Superman. They normally do not portray Superman as being a weaker person. Sure there are cases where they try to low ball him but generally Superman is regarded as the strongest. And sure, he has his peers like Wonderwoman, CA..etc but when push comes to shove, Superman>them in strength
I’m not saying these guys can’t win in a fight but if it’s based purely on strength, they would lose
Now the list should be
- Some versions of DD (IE H/P) I’m not sure if he is HH
I can’t think of any other at the moment
That’s not a knock against his peers. DC makes it clear there are many characters who are relatively as strong

-Various Kryptonians like Zod,CS..

There are even Kryptonians who are stronger like H’el
