She-Hulk - hard given her fluctuations, I'd peg her around 85, but depending on the era, she can be 100++
These are not to say that Thor is only twice as strong as Iron Man. It's how the gap 'looks' in comics. Kind of like Hulk being millions of times stronger than the Thing, but they can punch eachother.

Off the top of my head the classic rankings for these guys in the handbooks is:
Iron Man - 85
Spiderman - 10
Namor - 85
Luke Cage - 25
Thing - 85
Colossus - 70
She Hulk - 70
However in recent times Colossus, She Hulk and Namor have become class 100

Marvel classified him as class 85 up until the 80's/90's at least.
Namor has nearly a dozen fights with the Hulk alone to show he is class 100.
